The stakes are high; a rule that is not customer acceptable could lead to unintended consequences like job layoffs, supply chain challenges, and result in older, higher-emitting trucks staying on the road longer. Worst of all, a rule that is not customer-acceptable could cause environmental benefits to backslide, resulting in greater harm to communities near ports, highways, and on-ramps that have historically suffered from the highest levels of air pollution.
